A National DisgraceIt's hard to disagree with this statement, on
WWL-TV's blog:
Terry Ebbert, the head of emergency operations for New Orleans. "This is a national disgrace. FEMA has been here three days, yet there is no command and control. We can send massive amounts of aid to tsunami victims, but we can't bail out the city of New Orleans." Why can't the locals do command and control? Because they don't have authority over federal personnel. The unique role of the federal government in circumstances like this is to create one, single decision-making body to coordinate all efforts.
